Evolution Studios have issues another update on DRIVECLUB and the server issues affecting online gameplay. Evolution has released a new update (v1.04) for the game, and mentions that more servers and new upgrades are still coming online hour-by-hour, so you can expect improvements to server connectivity.
Evolution is also still running diagnostics to help improve server performance, so your online session may be disrupted. According to game director Paul Rustchynsky, the serve issue is not the fault of Sony’s PSN servers, but bugs with Evolution’s server code instead:

Finally, Evolution are still also working hard to get the PS Plus Edition of DRIVECLUB out as soon as possible and they are expecting to have an update on it soon.
